I went to Pattaya in March once, and although it was super hot, it turned out to be a great time for socializing. The crowds were lighter than during peak season, but there was still enough going on to make it interesting. I was able to meet people without the pressure of fighting through huge crowds or loud party-goers. The weather was intense during the day, but I found that many people stay inside during the afternoon heat and then go out at night, which creates a cool, laid-back vibe.
Since it wasn’t peak season, I found that the bars and clubs weren’t packed, but there was still a good crowd, especially around places like Pattaya Beach Road. It’s a good balance if you're looking to socialize without feeling overwhelmed. The staff at bars and clubs were also a lot more approachable, and I felt like I could have a genuine conversation with people instead of just shouting over music.
The only downside was the weather—it was pretty hot, and I had to stay hydrated and avoid the midday sun.
